Banded Morwong Fishery Catch Updates

Due to the impact of the COVID-19 pandemic on the live fish market in 2020, industry indicated that they expected the banded morwong Total Allowable Catch (TAC) would be substantially undercaught in the 2020/21 season. This turned out to be the case with 26.7% of the TAC being undercaught. As there is no mechanism for applying carryover of uncaught banded morwong quota units​​, an alternative proposal was to increase the unit value of quota i.e. increase the TAC for the new season to potentially allow for the uncaught quota to be factored in to the quota unit value. As there is a two month closed season at the start of the licensing year DPIPWE agreed to defer the setting of the TAC until March 2021.

On the 30 March 2021, the Scalefish Fishery Advisory Committee made a recommendation to increase the TAC for the 2021/22 season to 30kg per quota unit. The Minister supported this proposal and the new TAC was Gazetted on Friday, 16 April 2021. Licence holders will start receiving their new licence certificates from 21 April. A letter detailing the new TAC and other fishery related information was sent to licence holders via email on 20 April. The new season starts on 1 May 2021. Background​

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​Prior to the move to a weight based quota management system for the 2016/17 quota year, the Banded Morwong Quota Fishery was different to other quota fisheries in that the quota unit value is set in numbers of fish rather than kilograms. However, with the commencement of the new Scalefish Fishery Management Plan from 1 November 2015 all Total Allowable Catches (TACs) from March 2016 are now set by weight rather than numbers.

Before 2011/12 Quota Year, the data used in all tables was sourced from the Department's Integrated Catch & Effort (ICE) database. Both catch and effort data and quota landings data are now entered into and stored in the Fisheries Integrated Licensing and Management System (FILMS) database.

In May 2011 the Department introduced the Commercial Banded Morwong Quota docket for the new quota year. This docket must be completed by ALL fishers that landed banded morwong commercially, including those that fish outside the TAC area. Instead of converting the numbers of fish using the conversion ratio, the weight reported in the current Quota Year is taken from Part B of the quota docket, as declared by the receiver. From the 2016/17 quota year the TAC was set in kilograms of fish rather than numbers and all fish landed are now weighed to be off at the place of landing.

As the quota fishery did not commence until October 2008, the first TAC amount only applied from October 2008 to February 2009. In each subsequent year the quota period runs from 1 March till the last day of February, noting that an annual seasonal closure applies in March and April.

Quota restrictions only apply to a specific area and outside of this area is considered undeveloped. Currently, no catch limits apply to the undeveloped area.

2021/22 Quota Year - TAC is 35,760​ kg (35.7 tonnes)

The unit value is equivalent to 30kg/quota unit​. The fishery is closed in March and April.
