Government Policy on Hydraulic Fracturing (Fracking) in Tasmania

Government Policy

On 26 February 2015 the Government released a policy statement detailing its intent to maintain a moratorium on the use of fracking for the purposes of hydrocarbon resource extraction, e.g. shale gas and petroleum, for five years, until March 2020.

Background

In 2014 the Government imposed a 12-month moratorium on fracking in Tasmania to enable a review into fracking in the State.

Hydraulic fracturing, or fracking as it is more commonly known, is a technique for extraction of natural oil and gas not otherwise accessible by conventional extraction technologies to achieve commercial rates of production from resources that would otherwise be uneconomic.

To date there has been no fracking activity undertaken in Tasmania.

While the issues associated with policy and regulation of fracking touch on the portfolios of a number of Ministers, and several Agencies, the Government asked the Department of Primary Industries, Parks, Water and Environment to lead the Review into fracking in Tasmania.

The Review was conducted in collaboration with the EPA Division and AgriGrowth Tasmania within the Department, and with Mineral Resources Tasmania in the Department of State Growth.

The Department coordinated the information received and prepared a report to the Minister for Primary Industries and Water to guide the Government's response to the issues associated with fracking in Tasmania.

The Department provided its final report (see below) to the Minister for Primary Industries and Water in February 2015.
